about ePassporte outside USA

Is anybody others living outside usa having troubles loading money to ePassporte account?

For me they say that at this moment they cant accept loading money from Visa credit card,
only option available to load money is US Checking account, so how the hell im supposed
to load money there, i live in northern europe and have no such account here, only option
for me is using Visa... Anybody others in same situation?

Its not just temporary problem, its been like this almost a year now, and they can only say
they will resolve this in near future.
What make this worse, is that when everything was working fine and i could use my visa,
i have purchased gift accounts with ePassporte atm cards for my girls for sending them
money, and now i cant use it anymore, because i cant load money to my account, so
also these gift account cards are useless, i have to use western union now. Im really
pissed out about this situation, and only explain i get from ePassporte is this:
