Any sugestions for cheap quicktime streaming accounts?

Any sugestions to where you can rent video streams : quicktime streaming server?
I want to have seperate video streaming accounts, one viewer allowed on each stream.
RTSP will work best because the person who'll be watching the live video stream,
would have to be using quicktime player.

I will then give these accounts out to employees,
They will setup their stream with streaming/encoding software
Something like wirecast or simular, something that doesn't allow them to use the
software to run as a personal server would be better because i want them streaming to my server.

Then i will have their rtsp url for their live video stream and can goto work creating my pay per view media device.
I allready have a working ppv setup that wasn't dificult, was using it to stream quicktime movies
But i relise it could also stream rtsp which gave me the idea to do live streams.
I don't have any streams yet, dont have a lot of cash.
I'm also wondering about the best ways to protect these rtsp urls or how often to have them change.

Any ideas that might work?
