Davao City (12 August) -- We need tougher laws to punish cybersex operators. With no laws against the sexual exploitation of women and children over the Internet, law enforcers would face uphill battle in its fight against cybersex syndicates in the country, said Davao City Councilor Pilar Braga.

I really know very little about this. Is this your country Hony or are you making a point about another?
I find the language used to be indicative of a religiously repressive nature. Is that true or is it more of a right wing secular nature?
And what does this mean:

Not my country, but indicative of a certain trend I think.
Yes the Philippines is a strongly Roman Catholic country -- which it always seems to me is in strange tension with a basic fun-loving attitude of the populace.
Verb 1. coddle - treat with excessive indulgence; "grandparents often pamper the children"; "Let''s not mollycoddle our students!
Real word but rarely used in modern English.
